BOARD MEETING MINUTES
Date: Oct 8, 2018
Monday, October 8, 2018, 6:00 p.m. Northern Town Hall, 445 Town Hall Road NW, Bemidji, MN.

PRESENT: Supervisors Mike Kelly, Paul Wiese, Curt Blumhagen, Jess Frenzel, and Clark Chambers. Treasurer Doug Kranich, Road Supervisor Clarence Lindseth and Clerk Mary Israelson. See guest sign-in sheet for visitors.

MINUTES: A motion was offered by Blumhagen, and seconded by Wiese, to approve the minutes of the September 24, 2018, meeting as presented. The motion carried unanimously.

VISITORS:

ROAD REPORT:
Beach Lane Access - The dock will be taken out soon. It was planned for today, but cancelled due to the rain.

East Movil Lake Road - The beaver control devise in the pond near the north end of the township is plugged, and will be taken out and cleaned before winter comes.

Chip Seal - This treatment was completed on So Movil Lake and Whiting Roads. The painting contractor has indicated that they will be able to complete the striping on these roads yet this fall.

Grading - There has been quite a bit of blading, due to the slush and rain that has been received.

Lakewood Drive - The project is complete and the assessment billing has been sent out.

Bel Tree Drive - The re-construction was completed by Johnson Construction, and they started to haul the gravel when the rain began. Several loads were placed, which created quite a mess. It is hopeful that the surface can dry enough to allow for the rest of the gravel to be put down before winter.

Snow - We received a slushy heavy snow prior to the leaves falling off the trees, causing many smaller downed trees. This cleanup has been done.

JOINT PLANNING BOARD (JPB):
They will be reviewing a couple Variance applications, along with the continuing CUP for the Clear Vue Resort property along Birchmont Drive. Kelly does not feel that enough has been done to adjust the application, as requested the previous time it came before the JPC/JPB. He feels the density is still too high, and favors the review by the DNR and their recommendation of allowing six (6) units. Chambers will fill in for Frenzel for this meeting.

BATO - Will be conducting their semi-annual meeting on October 23, with the local state legislative candidates invited to attend.

BRACO - The quarterly meeting will be held on October 24th.

TREASURER REPORT:
Bills - The bills are payable with check numbers 10063 - 10090 (check #10062 was issued at the 9/24/2018 meeting), totaling $175,214.91. Larger amounts include the quarterly joint planning payment of $12,635.50, Johnson Construction for Bel Tree Drive improvements of $18,787.25, gravel for $7,632.00, Knife River Materials for Lakewood Drive blacktop of $31,338.09, and Asphalt Preservation for three (3) miles of chip seal work for $68,851.20. A motion was offered by Frenzel, and seconded by Chambers, to pay the bills as presented. The motion carried.

Treasurer Report - Cash by Fund balances are; Revenue - $128,047.65, Road & Bridge - $503,953.67, Rural Fire - $51,812.23, and Sewer District Waville - $14,960.15, for a total of $698,773.70. A motion was offered by Chambers, seconded by Wiese, and carried, to approve the report as presented.

Certificates of Deposit - Kranich recommended that $160,000.00 be invested for 30 days at Security Bank at 1.25%. Consensus was given to proceed as recommended.

CORRESPONDENCE:
1) Notice of open house for the draft joint comprehensive plan on Tuesday, November 20th, 2) letter to five (5) property owners along Lakewood Drive regarding their assessments for the blacktop (totaling $12,840.00), 3) report from Cory in the JPB office regarding status of complaints received, 4) correspondence regarding Swingen ADU that is being connected to the WWSD, 5) Waville Quarterly Report from operator Al Gorick, 6) closing information regarding property on Lake Movil.

Complaints - There have been some complaints received that were to be addressed by Josh, who recently left his position with the JPB. Cory has now addressed these issues.

Swingen Property - An accessory dwelling unit (ADU) has been approved for this property that is connected to the Waville Wastewater Sewer System. A connection into the system was to be made and inspected by Freeberg & Grund engineering. The plan was recently amended in that the connection is going to be made to the existing grinder pump on the main property, versus connecting into the pressurized main line. Therefore, the engineer was not needed. It has been agreed that any issues related to potential problems with freeze up, obstructions, etc., will be the responsibility of the property owner.

Lake Movil Property - The closing was completed without any issues. It was agreed that Murray Survey would be contacted to mark the four (4) corners of the property. The next step will be to vacate the existing 10' platted public access adjacent to this property, which will result in it being combined with the new property. This will be completed over the winter months.

OTHER:
Waville Subordinate Service District - Plant Operator Al Gorick submitted his quarterly report, and reported an issue that he has been dealing with. It relates to the effluent pipe from the secondary tank and the drain field pump tank. Roots continually grow into the pipe causing blockage of the pipe, backing up the primary and secondary tanks. His preference is to dig it up and replace the pipe with all joints being sealed. Otherwise, he can continue to keep an eye on it and rod it out every now and then, but flooding of the plant is always a concern. After some discussion, the Board agreed that the pipe should be replaced. Gorick will be contacted to find out if this work should be done yet this fall, or if it could wait until next spring without many issues. The quotes for the preliminary design/study of the plant will be received for discussion at the next meeting.

DeerPath Roads - Nothing has been submitted by the property owners, and would need to wait until next spring at this point. October 1st is the deadline for these requests.

With no further business forthcoming, the meeting was adjourned at 8:23 p.m.
