BOARD MEETING MINUTES
Monday, April 22, 2019, 6:00 p.m. Northern Town Hall, 445 Town Hall Road NW, Bemidji, MN.
PRESENT: Supervisors Mike Kelly, Paul Wiese, Curt Blumhagen, and Jess Frenzel. Absent; Clark Chambers. Road Supervisor Clarence Lindseth and Clerk Mary Israelson. See sign-in sheet for guests.
MINUTES: A motion was offered by Blumhagen, seconded by Wiese, and carried, to approve the minutes of the April 8, 2019, meeting as presented.
LAWFUL GAMBLING PERMIT:
BSU Foundation at Bemidji Town & Country Club - A motion was offered by Frenzel, and seconded by Blumhagen, to approve the township consent for the applications to conduct raffles at two (2) separate events as presented. The motion carried unanimously.
Beltrami County Ag Assn at the Beltrami County Fair - A motion was offered by Wiese, and seconded by Blumhagen, to approve the township consent to conduct Bingo during the County Fair. The motion carried unanimously.
Gravel Roads - Now that the roads are thawed they will all be bladed, with the northwest corner of the township being done today.
Signs - Work will be done on some of the signs that were knocked down, etc.
Beach Lane - The ice tore up the boat landing quite badly this winter, and some work is needed. Lindseth feels that the damage seems to be worse since the access was re-constructed. He will talk with Freeberg & Grund, to find out if something can be done to help alleviate the problem.
Culverts - The culverts on E. Movil and S. Movil were steamed out a couple weeks ago, and there were no problems with the water flow following it. The Northern Lane culvert also seemed to operate properly with no problems.
Winter Sumac Road - Frenzel reported that there is an area where the blacktop has broken up on this road. Lindseth indicated that he also noticed it, and will have the engineers look at it.
JOINT PLANNING BOARD (JPB):
Kelly and Frenzel reported that there is a tentative agreement for planning services that will be presented at the upcoming joint LGU meeting on May 7th. Costs of operating are being proposed to be distributed; 28% from fees, 52% City, 18% Northern Township, and 2% airport, with a budget of approximately $300,000. Northern Township fees will likely be pretty close to what they have been in the past. There was one planning case reviewed, and an issue that the JPB is dealing with currently relates to the use of semi-truck trailers for storage and the permitting needed.
RURAL FIRE ASSOCIATION (RFA):
Wiese attended that recent quarterly meeting in place of Blumhagen, and gave a report. A new fire truck with a 75 ft. ladder was ordered, and there is discussion starting regarding the future needs of the satellite station in Northern Township.
1) Pre-construction meetings are scheduled for the Beltrami County Irvine Ave project, and the township Aspen Ave project, 2) Joint LGU Meeting scheduled for Tuesday, May 7th at 6:00 p.m., 3) nice note from resident Mary Melchior thanking the township for the snowplowing effort this winter, 4) email notes to/from residents Karl and Sandy Moen regarding meeting involving Aspen Ave re-construction project, 5) letter sent out to property owners along Aspen Ave who have not signed a ROW easement, 5) note from County Auditor regarding proposed property taxes on So. Movil Lake property, 6) note from County Hwy Engineer Bruce Hasbargen with estimate for the Town Hall Road overlay at $47,430.30, 7) note from Turtle Lake Township Supervisor reporting that the additional cost of blacktopping the Lake Beltrami Road will be covered by the State Grant, 8) notice of BATO meeting to be held Tuesday evening, 9) information from Dept. of Health regarding Mobile Home Park requirements for storm shelters, 10) anonymous note from resident regarding property along the east shore of Lake Bemidji being issued a permit for a patio and response from Casey Mai, 11) quote from Asphalt Preservation Company for chipseal work on Town Hall Road, 12) request from resident to have the public access brushed out on Bluebill Lane.
Pre-construction Meetings - Lindseth and Israelson will attend the meetings scheduled for the road projects affecting Northern Township this summer - Irvine Avenue and Aspen Avenue.
Aspen Ave - Mark Fuller had reached out to residents Karl and Sandy Moen to talk with them regarding their concerns with the work proposed for Aspen Ave, but they indicated that they had not requested one so it was not scheduled.
So. Movil Lake Property - The County Assessor had indicated that the Township would be responsible for paying the property taxes on the newly purchased parcel for one year prior to it becoming tax exempt. Israelson inquired when a tax statement was not received, and the County Auditor/Treasurer indicated that it is classified as tax exempt for 2019.
Department of Health - The Clerk received a call from the local Department of Health office indicating that they had sent letters to four (4) mobile park owners in Northern Township asking that they update their required storm evacuation plan. Once they have a plan in place for a shelter for their tenants in the event of a tornado, etc., they are required to have it approved by the Township Board according to State Statute. The Board does have the authority to require that one is built if they are not satisfied with the plan.
Complaint - An anonymous note was received regarding a property along the east shore of Lake Bemidji needing at permit for constructing a patio with landscaping blocks. Casey Mai looked at the property and reported that there is no permit required for the work that has been done by the property owner. There might be one needed depending on what is done with potential steps to the shore.
Chipseal Quote - Another quote will be received for the requested work on Town Hall Road west of Irvine Ave.
Bluebill Lane - A resident has requested that the walkway that extends down to the lake on this access be brushed out, and the Poison Ivy removed. This will be looked at during the road tour.
Cemetery - Cemetery Sexton Ken Glidden has asked that some additional clearing be done in the newer section of the Evergreen Cemetery, in order to sell the plots there. Chambers and Blumhagen will meet with Glidden to find out exactly what is being requested to be done.
Minnesota Energy - The company is preparing to add their service to the Four Seasons Development this summer.
With no further business forthcoming, the meeting was adjourned at 6:48 p.m.
