On April 14, 2025, Northern Township officially issued its Notice of Intent to Incorporate, which is the first step towards petitioning the State of Minnesota for a transition from township to city governance.
This filing marks an important milestone in a process which has been thoughtfully
considered by the Northern Town Board. With a growing population of over 3,800 residents and increasing responsibility for services typically provided by cities, the Board believes it is in the best long-term interest of the community to formally pursue incorporation.
“This step is about putting Northern Township in a position to manage our future effectively and protect the interests of our residents,” said Chris Lahn, Township Administrator. “As a large and active township, incorporation allows us to build on the services we already provide while ensuring we have the tools and stability to plan for the years ahead.”
The petition for incorporation is expected to be filed approximately 30 days from the date of the notice, in accordance with Minnesota Statutes. The full legal notice can be viewed below or by visiting the Township office.
Community involvement has been central to this decision. In November 2022, the Township hosted public meetings to share initial information and hear directly from residents. Feedback collected through those meetings—both in person and through follow-up submissions—strongly supported moving forward with the incorporation process.

NOTICE OF NORTHERN TOWNSHIP’S INTENT TO INCORPORATE
Pursuant to Minn. Stat. 414.02, Subd. 1a, please be advised that Northern Township intends to file an incorporation petition with the State of Minnesota, Office of Municipal Boundary Adjustment Unit, seeking the incorporation of the Town of Northern to a city form of government. The Town of Northern expects to file this petition approximately thirty days from the date of this Notice.
