BOARD MEETING MINUTES
Monday, November 23, 2020, 6:00 p.m. Northern Town Hall, 445 Town Hall Road NW, Bemidji, MN.
A peacetime pandemic has been declared due to the spread of COVID-19 and therefore, this meeting is being conducted with social-distancing guidelines put in place.
PRESENT: Supervisors Mike Kelly, Jess Frenzel, Curt Blumhagen, and Clark Chambers. Road Supervisor Tim Vigen, and Clerk Mary Israelson. See sign-in sheet for guests. Absent: Supervisor Chris Lahn.
MINUTES: A motion was offered by Chambers, and seconded by Blumhagen, to approve the minutes of the November 9, 2020, meeting as presented. The motion carried unanimously.
Marshall Johnston, presented the Board with his comments related to Waville Road and the Waville Wastewater Subordinate Service District (WSSD). His notes make personal observations regarding So. Movil Lake Road improvements, as well a the construction of the Movil Lake Public Access, pointing out that there were no assessments on either project. He is requesting improvements to Waville Road, particularly as it relates to the 2/10 of a mile where 16 residents have drainage problems on their property, and is requesting that curb & gutter be installed. And, he is asking that the 20 users of the WSSD not be assessed for the upcoming improvements to the system.
Kelly responded reporting that the solution might not be as simple as curb & gutter, since the run-off still has to drain to and collect someplace. Curb & gutter has been used on several recent road projects where the normal ditching is not possible. Northern Township has a Blacktopping Policy and a Five Year Road Plan that are used to prepare/budget for future road projects, and Waville Road can be looked at for possible future improvements when the Board starts their budget review in January/February. (Waville Road received a complete 1.25 mile overlay in 1995 with no assessments to the property owners). It was also explained that the WSSD is used only by the 20 property owners connected to it, and therefore, township funds will not be used to pay for those improvement costs.
Vigen reported that things have been pretty quiet since there has been no substantial snowfalls. There has been some sanding done when needed.

There is no report and this report will be taken off future agendas. Information that might come up will be reported under 'other' reports.
JOINT PLANNING BOARD (JPB) REPORT:
The joint LGU meeting will be held tomorrow night. Planning Director Casey Mai has resigned and will be moving back closer to family, so plans will be made to replace him. It was agreed that Northern Township needs to be involved, to some extent, with the process. It is also hoped that there will be a decision to go-ahead with hiring someone to fill the position of enforcement in that office.
RURAL FIRE ASSOCIATION (RFA):
There was no report.
1) Email from a resident of Bel-Tree Drive indicating that they DO NOT have enough support from the property owners to go forward with blacktopping their development road, 2) copy of letter sent to the users of the Waville Wastewater Treatment Plant regarding the plans for the re-construction of the plant, 3) signed Notice To Proceed for work on the Waville Wastewater Treatment Plant along with the work plan from the contractor, 4) receipt of final tax payment from the City of Bemidji for Phase II Annexation properties, 5) mailing from Boys & Girls Club re: Notice of Data Breach.
MNDOT - Mike has asked that representatives from MnDot come to a Board meeting to discuss again the proposal for the Hwy 71 improvements, particularly as it relates to the Glidden/Town Hall Road and Winter Sumac Road intersections.
He did receive a call from one of the engineers, who indicated that he will be here for the next meeting.
RESOLUTION #2020-1107 CERTIFICATION OF SPECIAL ASSESSMENTS. This is to certify the annual operation and maintenance fees for the Waville Wastewater Treatment System to the County Auditor for collection with their property tax bill for one (1) year at no interest. The total for each of the nineteen properties is $1,020.00, or $85.00 per month. A motion was offered by Frenzel, and seconded by Chambers, to approve the Resolution as presented.
December Meetings - The first meeting of the month will be December 14th, and if not needed, the 2nd meeting of the month (December 28th) will not be held.
With no further business forthcoming, the meeting was adjourned at 7:13 pm.
