BOARD MEETING MINUTES
Date: Sep 13, 2021
Monday, September 13, 2021 - 6:00 p.m. Northern Town Hall, 445 Town Hall Road NW, Bemidji, MN.

PRESENT: Supervisors Mike Kelly, Jess Frenzel, Curt Blumhagen, and Chris Lahn. Road Supervisor Tim Vigen, Treasurer Doug Kranich, and Clerk Mary Israelson. Absent; Clark Chambers. See sign-in sheet for guests.

MINUTES: A motion was offered by Blumhagen, and seconded by Lahn, to approve the minutes of the August 23, 2021, meeting as presented. The motion carried unanimously.

A motion was offered by Lahn, and seconded by Blumhagen, to approve the notes from the August 24, 2021, meeting with Attorney Jason Kuboushek. The motion carried unanimously.

VISTORS:

ROAD REPORT:
Gravel - This work was complete. As the gravel was being hauled/laid, Vigen noted that the material was really good and decided to do a bit more work than what he had originally planned. About $13,000 was spent on the needed work, with the budget being $15,000.

Crack Filling - Vigen talked to a local contractor who has done some work for Turtle Lake Township. He charges $1.00/foot, so Vigen will have him do some of the work needed on Winter Sumac Road, Tavistock, and S. Movil Lake Road (west of Irvine Ave). The quote from Ness Sealcoat was more than $10,000.00.

Vigen - Reported that he is going to be down for a while due to a medical procedure that he is going to have done. He should be ready to plow roads when needed in a couple months.

JOINT PLANNING BOARD (JPB) REPORT:
The group reviewed two (2) planning cases in Northern Township, with both being lake properties that involve tearing down existing structures and building new ones. Also, permits for Northern Bible Church and Northern Rides are being reviewed as required. Kelly will not be available for the next meeting on October 13th, so Lahn will attend in his place.

TREASURER REPORT:
Bills - The bills are payable with check numbers 10971 to 10995 totaling $61,028.05. The larger payments were made to; Beltrami County Assessor for the annual work - $22,579.00, Lakes Concrete for gravel - $13,862.10, and the pass through for the lodge tax - $12,094.74. A motion was offered by Frenzel, and seconded by Blumhagen, to pay the bills as presented, and it carried unanimously.

Treasurer Report - Cash by Fund balances are; Revenue - $279,520.92, Road & Bridge - $415,222.47, Rural Fire - $25,298.47, and Sewer District Waville - ($43,825.63), and American Rescue Plan Act (ARPA) Federal COVID Relief funds - $218,300.52, for a total of $894,516.75. A motion was offered by Blumhagen, seconded by Frenzel, and carried, to approve the report as presented.

Certificates of Deposit - Kranich recommended that $465,000.00 be invested at SecurityBank USA as follows; $150,000 in a six (6) month CD at .75%, and $315,000 in a 30 day CD at .60%. This was approved.

CORRESPONDENCE:
1) Letter sent to Jay Hill indicating that his 1st phase of construction in his Acorn Ridge development was approved and his Letter of Credit needed to be transferred to the 2nd phase prior to any permits being issued, 2) note from resident of Deer Path indicating that everyone is enjoying the road improvements! 3) notice from MAT regarding a training to help townships file for ARPA funds, 4) Investor and Partner Social invite from Greater Bemidji, 5) quote for crack fill services from Ness Sealcoat for $10,750.00, 6) Report of Open Violations from the Joint Planning Office, 7) letter to MPCA from Attorney Jason Kuboushek regarding status of Ruttger's septic system non-compliance, 8) information from Freeberg & Grund engineering regarding work on Fairgrounds Road, 9) information from Matt Murray regarding a possible request from a property owner to request a vacation of an undeveloped platted roadway in order to extend his on-site septic system to an adjacent property.

Road Vacation - Murray is providing some maps related to a possible request by a property owner along the north end of Lake Bemidji who is having a problem finding a location for his septic system. They are considering extending it across Birchmont Beach Rd to a neighboring property, and using a portion of the platted road that they would request be vacated. After some discussion, it was agreed that the request for a road vacation would be considered once the form and more information is received.

OTHER:
Meeting - Kelly updated the group on conversations that he has had with the City Manager and City Attorney regarding the ongoing matter involving the extension of city utilities and annexation on the north side of Lake Bemidji. The Mn DNR regional office and the Lake Bemidji State Park are now asking that the sewer/water services be extended to their properties. It was agreed that a meeting will be scheduled to talk with Northern Township property owners regarding these requests, since it will truly affect all tax payers in the township. A location will be secured either at the Beltrami County Fairgrounds or Northern School, for either Wednesday, Oct 6th (preferred) or Tuesday, Oct 5th. A letter will be created and sent to all property owners in the township, with an explanation and invitation to the meeting. It was also agreed that Lahn will look into purchasing a portable PA system, and that the Clerk can get help from whomever is available to help with the mailing.

Study - Lahn asked that consideration be given to having the annexation study done as previously agreed. He will talk again to them and bring back more updated information to the next meeting.

With no further business forthcoming, the meeting was adjourned at 7:38 p.m.
